Program Performance Group is the 2026 rebranding of Blue Star Transit LLC, established 2017. Operating as a woman-owned small business headquartered in Worthington, Ohio, PPG was purpose-built to serve federal and state government agencies, bringing PMP-certified program management expertise, direct compliance experience, and a lean delivery model designed to maximize value for every client engagement.

PPG is led by a PMP-certified program management consultant with over 15 years of cross-sector leadership experience spanning state-contracted program delivery, franchise operations management, federal benefits administration, and logistics management.
With direct experience managing state-contracted, compliance-driven service delivery programs under Ohio DODD, PPG’s leadership brings the documentation discipline, stakeholder coordination skills, and regulatory accountability that federal program management demands.
Our principal holds the Project Management Professional (PMP) certification from PMI and is currently pursuing an MBA in Organizational Leadership (expected January 2027). PPG’s multilingual capability brings unique cross-cultural communication strength particularly relevant for HHS and international program engagements.
